Is this a pull mower or automatic pull? Was it being used when the wheel locked up?

When using an automatic pull mower the self pulling feature can be disabled by repeatedly pulling the machine back toward the operator while the transmission is engaged. This causes the automatic  feature to lock up the wheel or wheels. If the reason is not debris , than this may be the problem. It will require a major repair. To PREVENT this in the future, NEVER allow yourself to pull the mower backwards when the pull feature is engaged. Lift the front of the mower to get the front spinning wheels off the ground and keep it tilted until in the correct position and area you wish to mow.

Also wheels can lock up if the wheel has picked up a wire or some cloth debris into the spindle holding the wheel on. Look for an obstruction in that area if the mower is the push/pull type. Clear this material and the wheel should work again
