Toro 190cc Manual String Won't Pull

Hi, if the cord won't pull at all, there's a good chance the crankshaft may need to be lubricated. Disconnect the spark plug wire, turn the mower on its side (air filter side up), and spray some lubricating oil onto the crankshaft where it disappears into the mower's deck. Wearing heavy gloves to prevent injury, slowly turn the blade by hand to work the oil in. (You could also push the blade with your foot if you're wearing thick boots.) Spray some more oil, and repeat until the blade begins to spin easier. Then right the mower, reconnect the spark plug wire, and try to start it again.

If the cord still won't pull, there's a problem with the pull start mechanism itself.
