E-13 indicates the signal to your cable box is either weak or being subjected to outside RF interference. It is almost always caused by the cable wiring itself, either within the home, or between the home and the cable provider`s central equipment. Changing out the box won`t solve the issue. The two biggest causes for this problem, especially if you had previously good quality signal, are old cabling or a neighbor "borrowing" your cable.

You can call them at 800-TWCable ( 800-892-2253)
