Subaru Outback Cannot Release Break

Make sure the tranmission is in Park (automatic), or 1st gear or reverse gear (manual), and the tires are securely blocked so the vehicle cannot roll

Insert the electronic parking brake release tool into the cap of the parking brake release device.
Remove the cap of the parking brake release device by turning the electronic parking brake release tool counterclockwise.
Note you should call roadside assistance and get the battery jumped or get the car towed instead.

Break the white plastic film and insert the electronic parking brake release tool into the parking brake release device.
Turn the electronic parking brake release tool clockwise approximately 200-250 rotations.
Note: after breaking the plastic film it is recommended that the unit be replaced to minimize possible future safety issues from moisture and dirt contamination. More information here: http://www.cars101.com/subaru/parkingbrakerelease.html
