What Does A 'service 21 Ec' Code Mean For A 650 Model?

That code means defrost overheat. You need to defrost the unit and clean the condenser. If this is accompinied with it not cooling like normal especially after defrost and cleaning the condenser then it indicates that the unit is low on freon and needs to be serviced.
Error codes (EC) for Sub-Zero 600 Series refrigerators
05-08: Refrig. Cabinet, Refrig. Evaporator, Freezer Cabinet or Freezer Evaporator Thermistor open or shorted for 10+ seconds, or repeatedly read erratic temperatures.
20: Defrost Under-heat with No Voltage Feedback Through Gray/White Wire at Defrost Start.
21: Defrost Overheat
22: No Voltage Feedback through Gray/White Wire at Defrost Start.
23: 21 and 22 together.
24: Defrost Under-heat.
30: Excessive Icemaker Water Valve Solenoid Activation (longer than 15 seconds).
40/50: Excessive Freezer/Refrigerator Compressor Run.
