My Phone Is Not Letting Me Send Or Recive Text Messages.
EVERY TIME I SEND A TEXT MESSAGE I GET A MESSAGE THAT I HAVE INSUFFICENT FUNDS. WHY

This may depend somewhat on the calling plan you have. If you have a "pay as you go phone" you need to replenish the minutes on those phones when the minutes have depleted. You must use the company minutes through which you bought the phone. Refill cards are widely available, or you can refill the minute from your phone using a credit card.
