I Am Confused As To What Is The Best Way To Call To And From Europe To The U.s.?

I have set up a Skype Online number for my Mobile Phone and also have Skype to Go set up for my family contacts tfor me to call home from Europe. Does my family use the online number to call me and do I use the Skype to Go to call them for the calling rate of @ 2.3 cents per minute?
