It Seems That E4 And E7 Are The Same?

I only say that because the remedies for each problem are the same. I did what all the contributors suggested, but still no luck. I turn the machine on, and 5 seconds later, a very high pitched sound emits from somewhere, and it lasts for about 7 seconds. E4 keeps blinking. Machine remains frozen. I'd sure appreciate a different answer- it would be a mood lifter! Aloha,
