Cutomer Service

Called Sears for lawn mover service. Charged $186.00 labor plus $19.98 for part ( to be shipped). Labor consisted of inserting loose wire in connection fitting and securing temporarily with plastic tie. Question: I was told service charge would be $96.50 plus part cost. He was here less than 20 minutes. Isn't this charge excessive?.
