How Do I Get To Fuel Pump On My 1998saturn&is It Hard To Do ?

Not hard to do, just a pain to do. You'll have to drop the gas tank down to access the fuel pump. That involves removing the fuel filler tube and the straps that hold the gas tank in place. If you still have a lot of gas in the tank, you should find a way to drain or siphon off most of the gas before lowering the tank.
The fuel pump is on top of the gas tank and has fuel lines attached to it. Make sure you remove the fuel lines before completely removing the tank.
Safety is an issue as well. You should remove your fuel pump relay and crank the engine a few times before doing any work. That will relieve most of the fuel pressure from the lines and keep fuel loss to a minimum. Disconnecting your negative battery cable before you work on the tank and fuel pump is a good idea as well.
