Lnr408dx/xaa Not Starting
has red standby then when turned on power led blinks 4 times, back light doesnt flash, has 24vdc to inverters, on/off command to inverter , goes to 0vdc then to 5vdc,
cable card fan starts and shut off, no bloated caps

You have a bad inverter, and I found one for you: http://www.shopjimmy.com/samsung-24v40w2s-backlight-inverter.htm
You might want to search this inverter for a open fuse. I think it's located within two inches of the plug from the power supply (on the end opposite where the 24V pins are). this fuse is tiny and I just jump it out and in 90% of the times it works fine.
