I Think My Ryobi Model Ry09460 Blower Has Jumped Time. How Do I Set The Timing?

I have fire and gas to the 4 cycle Ryobi RY09460 engine but it will not run. I have some slack in the timing belt and the cam gear seems to have some bearing play in it. I think it may have jumped timing. How do I set the timing on this engine?
