Torrent Ignition Key

I have a 2006 Torrent, it has a new ignition lock cylinder and key, but the key won't turn. Not sure if this is related but the steering wheel does not lock. The lock cylinder is installed correctly, the key will turn the lock while I have it in my hand but when it is installed into the ignition housing, it will not turn. It was installed according to GM's service bulletin. Any help will be greatly appreciated.
