There are a few things that could be causing the sound from your Samsung TV not to come out to your Philips MCM309R speaker.

Make sure that the RCA cables are properly connected. The red cable should be connected to the right audio output on the TV and the white cable should be connected to the left audio output.

Make sure that the TV is set to output audio to the RCA outputs. To do this, go to the TV's settings menu and select "Sound Output". Make sure that the "Audio Out" setting is set to "External Speakers".

Make sure that the speaker is turned on and that the volume is turned up.

Try a different set of RCA cables. If you are using old or damaged cables, they may not be able to carry the audio signal properly.

Try connecting the speaker to a different input on the TV. If the speaker is connected to the wrong input, it will not receive any audio signal.

If you have tried all of the above and the sound from the TV still does not come out to the speaker, then there may be a problem with the TV or the speaker. In this case, you will need to contact the manufacturer of the TV or speaker for further assistance.

Here are some additional tips to prevent sound problems:

Make sure that the RCA cables are not damaged.

Avoid bending or twisting the RCA cables too tightly.

Keep the RCA cables away from heat and moisture.

Clean the RCA connectors with a soft cloth if they are dirty.

I hope this helps!
