Paypal Fraud?

How is it that an account can be opened with paypal providing only information that is available to anyone and be given a credit limit to spend money?

You might think that but my wife just opened a PayPal account gave no credit card / no SS / no bank info and processed a payment that someone else received and processed out. It can be done PayPal has yet to explain why or how.

Sorry, but your assumption is incorrect. Anyone can open a PayPal account in order to RECEIVE money, but to send it or withdraw received funds requires bank account information and a credit card.
