Power At Fuse Under Hood

have 2004 alero and have no power to fuse 54-55 under hood, recently changed ignition and key, had problem with security system, also replaced ignition coils had a used set here from older v-6 car and numbers on coils did not match possible one of these reasons is my problem, also now car will not start until pull the pcm fuse under hood then fires up and runs fine ?
