My Car At Certain Times Won't Start. It Has Full Juice On The Battey.

It's like it has a mind of it's own. Starts sometimes, sometimes won't. I really think that it's electrical, maybe? When I go to start i it makes no sound. I turn the key over and I hear nothing.. no click, nothing but all the lights come on in the car so I know I have power. I checked the battery terminals and they were dirty,cleaned them up and still have the problem? Any suggestions??
