How The Headlights Work In A Winter Storm.

I just bought a 1997 Olds Aurora and not quite sure how the headlights work.  They seem to only come on when it gets dark out.  What do you do in a winter storm?  I just want to make sure they are on when I am driving in the day and I need them, same goes for when it is raining.
