My Nokia C5o3 Always Restarts ' Wlan-scan ' Even When It Is Turned Off . Why ?

I don't want my cellphone to scan every moment on wlan-connections. So i installed the " no-scanning" position . But even now restarts the C5O3 scanning when i am in my house.
