How Can Netflix Take Your Money Every Month,and Then Not Have Service ?

You can't expect perfection from a service like this. They do their best to stay online but between them and you is a lot of distance. As a computer professional I can tell you that it's not practical to expect nothing to ever go wrong. Does you car work 100% of the time?
Sometimes you simply need to wait things out. Believe me, people are working on a fix. NetFlix is currently using 1/3 of the total bandwidth of the Internet. Thats a hell of a lot of data and a lot can go wrong. I'm frankly impressed they do as good a job as they do.
Besides, if the service does not meet your expectations you can always go back to DVDs. That may not be a reasonable answer for you it's the ultimate way to tell them you are dissatisfied. (and no I do not work for NetFlix)
