How To Switch Between Ring And Vibrate Modes.

When I use # button my phone says it switches to "Vibrate-all" mode, but in fact it switches to Silent mode. So I can use # to switch between General and Silent modes (or between Vibrate and Silent modes) but not between General and Silent. Why? And how can I program it to switch between General (ring) and Vibrate?
