Yes, but you need to be careful. Licensing is different in Mexico and you may run into licensing issues. Are you talking about commercial radio or FRS?
The radios will work regardless. Depending on what you need them for you may be best served with FRS radios other wise you'll be operating on a licensed frequency. That means that you'll either need repeater access or a simplex channel (radio to radio) that you can legally use.

These operate on the "Family Radio Service" frequencies and should be perfectly usable in Cancun without a license.
