The radios will work regardless. Depending on what you need them for you may be best served with FRS radios other wise you'll be operating on a licensed frequency. That means that you'll either need repeater access or a simplex channel (radio to radio) that you can legally use.

These operate on the "Family Radio Service" frequencies and should be perfectly usable in Cancun without a license.
