Wire Leads (2) Into Connector Going To Brake Switch 97 Mountaineer

Okay, 2 wires going into the connector that attaches to the brake switch. Are both wires supposed to be hot? There is one that is not and it has a smaller purple wire spliced into it that ducks into a harness. Couldn't trace it back any farther without tearing the dash out. 97 Mountaineer
