No Water Or Inadequate Water

Occasionally, I open the washer at the end of the cycle and the clothes are only a tiny bit wet and are still not clean. Does not seem to be associated with either hot or cold wash choices. The soap dish is empty and washed out, so I know some part of the process worked, but I'm never sure if the soap was used or is still sitting somewhere waiting to oversuds when I run the machine again. I hate to call for service because it doesn't happen regularly and no guarantee it would happen during a service call. Any ideas?
