Nothing Is Cool

My refrigerator and freezer are both not cool. What I have done is cleaned the coils and they had very little dust on them. I checked the drain and it was clear. I went in the black of my freezer and removed the back panel and found some ice build up on the coils in the top right corner where the wires and tape is. I thawed this out let it sit off with the doors open the make sure all is thawed. I plugged it in and still does not work. What is next for me?

What Cause The Fridge To Not Be Cool Enough And The Freezer To Be Icing Up?
The freezer is also icing up a little. I have attempted to adjust the controls with no change.
