how do i cancel my bait and switch renewal of 39 dollars for one year and renew at the offer of 19 dollars a year.

It seems that you purchased magicJack PLUS instead of renewing your old magicJack. In that case, you can simply return the magicJack PLUS if it's within 30 days. Go to this magicJack page.
