Tried To Renew Twice, But No Bill To Visa

tried to renew Jan/18/2012, order no. TS16153211, but you did not submit bill to Visa. renewed for 1 yr. order no. TS17023908 on 2/07/2012 and no bill to Visa. What is going on?
