International Call

i have a problem, I buy a prepaid phone card to call Haiti, every call i made the answering machine is telling me it is invalid. what i did: I dialed 1-305-848-9999 when prompt i dialed 011-509+the pone number in haiti 3602-8989, and the phone number is correct, I'd like to know what to do right now?

How to reach a live person:

They say this phone number is only for billing questions, but it is the only way to get a hold of a live person. The only other option is their online support which is basically useless.
