Are you sure? What made you come to this conclusion?
Usually dual antenna WAPs use one antenna for transmit and the other for receive. On Linksys routers they usually select which to use automatically. In that case things are as they should be.
What is the real issue? Lack of range? Poor signal quality? Please list more information so we can give you a better diagnosis.
