Sometimes the calipers have corrosion and tight spots. The seals are square and are designed to pull back on the piston ever so slightly when you let off the brakes, and when you put in new pads you have to compress the piston back into the caliper to make room for them. If it's now operating in a tight spot, the seals might not have enough to pull them back. Could also be corrosion on the caliper slides or guide pins. The fix is to either put on new calipers or fix the tightness. It could just need some grease, it could need a bunch of other parts. I've heard that the hoses can swell internally and retain some fluid pressure, causing the brakes to drag, but I've never personally seen it.
