During Wash Cycle It Appears That At Times Nothing Is Happening.

The machine senses the load OK. Fills and rotates OK During Wash Cycle it appears to have problems moving the water throught he clothes.  I hear a whine and see the outside drum shift and then it appears to try to reverse direction.  the clothes have very little movement.  It continues through the cycle and Rinses and Spins fine     Any suggestions?
