Lgl39c Tracfone

I opened Talk Back that was in the apps and it has locked up the phone and will not let me turn it off and it keeps talking. Does anybody know how to get out of this program as the phone does not work like normal. I was able to go to restore and restore it but no luck still talking and will not let me goes from screen to screen..
