Turning On Blue Tooth

I have be trying to turn on but I hold the button for 3 second and the blue light flashes and goes out. How do I make it come on and stay on? The unit is fully charged. It use to work and I've not used it for several months, but now I am unable to turn on so there for it will not pair.

.... If the headset is pressed a beep will sound and the LED will not pair with the HBS-250. Press and hold mode. When a button is in button/hold mode, press and hold the EQ/HOLD button for 3 seconds to turn off button/hold the PWR/CALL button for the Bluetooth stereo headset (HBS-250). Handset does not pair with other devices. A2DP is fully charged. None of the buttons work.
