Jeep Commander Trans Shudder At 40 Mph

My 2007 Commander HEMI has 100k miles and has developed a very obvious shudder at 40 miles per hour. Is this actually a converter issue or a trans issue? Is there a way to fix it without shelling out 3500 bucks?
