The 'cool To' Is Flashing And Air Conditioner Will Not Turn On.

The "cool to" is flashing constantly. The thermostat clicks like it is going to start cooling about every 5 minutes but never starts. A few minutes after the click, the "cool to" starts flashing again. The fan never starts. I have reset the thermostat and verified that all settings are correct. I have also verified that the breakers are working for the unit and that the fan will turn on if forced to. How do I stop the "cool to" from flashing so that it will start cooling? (this is in "auto" mode) Thank you.

Go to page 16 to item #8 for the "Cool To" program info. I suggest you go to page 20 Section 5 & set it to a permanent temperature.
