There are a few possible reasons why your Hoover UH72400 roller brush might not be turning, even though the small flat belt is intact.

The roller brush is clogged. Hair, string, and other debris can easily get tangled around the roller brush, preventing it from turning. To clean the roller brush, remove it from the vacuum cleaner and use a pair of scissors to carefully cut away any tangled debris. You can also use a vacuum cleaner brush attachment to clean the roller brush.

The roller brush bearings are worn out. Over time, the bearings on the roller brush can wear out, causing the roller brush to turn slowly or not at all. To replace the roller brush bearings, you can purchase a replacement roller brush assembly from Hoover.

The drive belt is broken or loose. The drive belt is the belt that connects the motor to the roller brush. If the drive belt is broken or loose, the roller brush will not turn. To check the drive belt, remove the roller brush and inspect the belt for signs of damage or wear. If the belt is broken or loose, it will need to be replaced.

There is a problem with the motor. If you have checked all of the above and the roller brush is still not turning, there may be a problem with the motor. In this case, you will need to take the vacuum cleaner to a qualified repair technician.

Here are some troubleshooting steps you can try:

Clean the roller brush. Remove the roller brush from the vacuum cleaner and use a pair of scissors to carefully cut away any tangled debris. You can also use a vacuum cleaner brush attachment to clean the roller brush.

Inspect the drive belt. Remove the roller brush and inspect the belt for signs of damage or wear. If the belt is broken or loose, it will need to be replaced.

Check the roller brush bearings. If the roller brush is not turning smoothly, the bearings may be worn out. To replace the roller brush bearings, you can purchase a replacement roller brush assembly from Hoover.

If you have checked all of the above and the roller brush is still not turning, there may be a problem with the motor. In this case, you will need to take the vacuum cleaner to a qualified repair technician.

I hope this helps!
