Steamvac Widepath Ls Stair Tool Not Spraying

I have primed the pump for minutes yet the solution doesn't spray from the stair cleaning tool unless the wand is below the solution bucket....machine on top stair and washing stairs below. If machine is at the bottom of the stairs...maybe I get a dribble, maybe nothing depending how high the wand is above the machine.....hepme please
