If too much time has passed on power equipment you might be out of luck but if your receipt is in hand, you can indicate that the pressure washer was misrepresented as being in working order when indeed it isn't. Have you tried to power it up more than once?
Home Depot had a reputation of not being good about appliance returns and this item might fall into that category as well. In the last few years, that image has improved.
That said, the only thing you can do is to try to return it. If you paid by credit or debit card, be sure to have that with you although depending upon the amount of time since the purchase, the best you might be able to get is a store credit.
