If the monitor works when on a higher resolution then the problem is likely to be the refresh rate is wrong for the monitor or the monitor has a limited range of resolutions aavilable. Check the settings as in your users guide and configure your screen accordingly. If it is a hardware fault then the skills of a professional engineer will be needed. This is the HP link if it helps:
