Set Up After 'sanitizer'

I purchased a used HP probook 4440s. After 2 weeks I noticed that the original owners had leftover data still on there. I was a bit puzzled for seeing this, considering the fact that it had already Bbeen set back to "factory default ". I took it upon myself to do a "sanitizer" on the laptop. And now after doing this I am unable to access my laptop properly. It takes me into BIOS and suggest that I go to "diagnostics" . When I do and reset everything,it restarts and I'm back with the same issue. Below are pics of what I see when I first boot up.I don't have a set up disk for the laptop. How can this be fixed?
