How Do I Turn Off The Power Button Lockout?

My monitor won't let me turn it off with out the computer being turned off too, how do I fix this?

NOTE: If pressing the power button has no effect, the Power Button Lockout feature may be enabled.
To disable this feature, press and hold the monitor power button for 10 seconds.

This is included in the user guide instructions.
