The steps for completely configuraing and enabling SNMPv3 take up an entire chapter in the manual. You need to set up users, groups, access, communities, and notifications. I feel it would be excessive to list the entire process here since it is not trivial and highly customized for each environment.
Download and print the configuration manual for the correct model and version as noted in the link above. Everything, step-by-step is listed there in chapter 14.
Be aware it is not cookie-cutter and requires a lot of customization. The instructions are generic as would any I would list here not knowing your internal network configuration.
