This usually happens when the operating system is not being read from the harddisk or it is corrupted.
Do one of the following Go to the BIOS and in the exit select Load Setup Defaults and exit...select Yes when Prompted.
If this doesn't help press F8,F6 or whatever it is according to your motherboard on start up...and it will direct you to the boot options where you can select 'Last known good Configuration'.
Try and remove any other external devices attached (like pen drive and printer etc.) and then reboot.
Lastly you can install the Operating System again,keep board drivers handy.
