It's hard to answer your question, as you didn't ask one! However, if you're encountering a rejection of that sort, it's undoubtedly the result of understandable efforts by management to limit staff time spent unproductively. You can object: write to [email protected].

HelpOwl has experienced an uptick in fake accounts lately, so the creation of new accounts has been limited. This should be a temporary thing.
