Pedals Suddenly Resistant/cannot Climb

All of a sudden, my pedals became 'stuck' in a high resistance. In fact, the pedals can hardly move up/down to climb at all. The machine is not usable in this condition - any ideas what the problem could be, and could a novice with tools likely fix it on their own?
