I Bought A Digital Card From Paypal For Groupon. Who Refunds Me If I Cant Use It

First Transaction with Groupon. The Groupon digital card was purchase from Paypal to be used for a purchase of a package in a bowling place for a birthday party and I was limited on the time for this purchase. In my attempt to finish this transaction, Groupon website kept on asking me several times for my billing information, which I entered correctly several times as well, but I could not place the order and then I got denied access to the page every time I logged in Groupon with the "error 403 forbidden", "bad request", etc etc. I called Groupon and they say Paypal will refund me. Groupon said over the phone that they they will fix the issue within 72 hours? and say they will grant me access but I don't think it will be soon enough for me to do the purchase on time and I am asking for a refund, but they say the credit is in the account and it is just a matter or fixing the access to the account. Do they ever refund? Paypal refused to refund. Am I entitled to a refund from Groupon? It is very hard to get a hold of a Groupon rep. Please help.

Sorry for your problems. PayPal indeed will not take any responsibility in a situation of this nature, so your only recourse is with Groupon, and it's certainly unfortunate that you can't get a timely resolution. I'm not sure what the communication problem with Groupon might be--my own experience in dealing with Groupon's customer service has always been good, but I have encountered complaints from other Help Owl questioners. Here are some actions you might take:

  1. Phone Groupon again, and if necessary ask politely but firmly to speak to a supervisor or manager. Phone Groupon at 877-788-7858 in the U.S. In the U.K. phone +44(0)203 510 0410.
  2. Write Groupon. In the U.S. or write the company at [email protected] or write to Groupon, Inc., 600 W. Chicago Ave. Suite 620, Chicago, IL 60654. In the U.K. you can write directly to [email protected] or No. 1 Liverpool Street, London, EC2M 7QD.
  3. As a last resort call Chicago's Consumer Protection Division at 312-744-6060.
