I Cant Add Google Account To My Andraoid Samsung Galaxy Y

Is there any 1 who have andraoid phone??please check that ur downloading on google play is working or not??please comment me after checking...thanks. I reset my phone and it dint worked yet and my email in google in not working in google play...
