Very Inefficient Cooktop?

I bought this cooktop new.  Had it installed and the grates seemed awfully high.  There's about a 1" gap between the top of the flame and the bottom of the pot.  It takes OVER 10 minutes to bring 2 cups of water to a boil.  That's rediculous.  Do you know if there are lower replacement grates available, and if so where?  Will GE cover the replacement cost?  Because of this, the top is almost unusable.
