2001 Ford Crown Vic Starts Up When Put It In Drive Turns Off

Possibly the idle control valve, clogged air filter. Does it runs well in neutral also. Fuel/air mixture is the problem. There is no load on the engine when not in a gear. Take it by a shop & let them check for fault codes.
