Remote Entry Fobs Will Not Program. 98 Eb Expedition. I've Done Everything Right

Anyone know what part of computor (relay) reads this. hard to find right pic of boxes online w/ descriptions of relays. Nothing matches my boxes exactly. Driving me nuts !
